404 Media reviewed lookup logs obtained via public records from Danville, Illinois PD. Local and state agencies ran more than 4,000 nation- and statewide Flock lookups with an immigration or ICE/HSI nexus — even though Flock had no formal ICE contract. Federal access ran through local police as a side door.
